This case is worth describing precisely, because the usual quick check would miss it. simsekbet.com resolves normally and returns HTTP 200 — by every automated measure the site is up. What it returns is a single full-screen image with the words technical maintenance, and no other content at all.
The placeholder file carries a last-modified date of 21 April 2025. That tells you when the file was written rather than when it was put in place, so it is not proof of how long the site has been down — but it is the only date available, and it is a week after the licence was issued.

Where the licence does not apply
